17, but the thing is that that only applies to state laws. You bring your 17 year old honey on a trip over the border to Arizona and you might go to jail. If your 17 year old honey sends you a naked picture of himself over the phone, that's a crime. Possessing a naked picture of someone under 18, (even if they are a CGI character who looks under 18) is a crime. If you are a teacher, you're going to jail if you have sex with your 17 year old student. If anybody from a foreign country visits a 17 year old anywhere in the US it better not be with the goal of having sex with them. So really the best you can say is that it under certain conditions a 16 or 17 year old can consent but the general rule is 18.
It's ESPECIALLY 18 when it comes to traveling internationally. If you are a US citizen, and you go to a country where the age of consent is low for the purpose of having paid sexual relations with someone under 18, you are committing a felony with a 30 year prison penalty. If it's unpaid sex, the rule is 16, but good luck proving that.
So basically if you're a grown adult American, your safest bet is to stay far the fuck away, literally, from fooling with anybody under 18, unless the two of you are of opposite sex and legally marrried. Obviously other countries, particularly Latin America, are a lot different.
