But I guess some girls would feel like they aren't good enough for anywhere if they didn't get into H!P. It could also be a legal thing. Maybe some agencies don't take you if you got so far in another agency's audition?

I don't think they should advertise themselves as a last resort idol group. "hey you couldn't join a REAL idol group? we'll take you!". It's kind of giving a bad image to their idols. "Not good enough to join an idol group." If I were a teenage Japanese girl, I'd just try out for H!P eggs/AKB/SKE/NMB/HKT/ANYTHING before AKBN0.
