OH GOD YES. Bring plenty of cash.

Things do sell out, so if you want the best selection, you need to get there early in the morning. This is especially true at a large venue. When I went to Budōkan for the final Berryz concert (6 p.m. show), I got in line for goods (グッズ) at 7 a.m., and there were already about 250 people ahead of me. Sale of goods started at 11 a.m. and I had my stuff at noon.
If you're not so concerned about buying particular things (like an XL tour final t-shirt), you can usually buy your merch inside when they open the doors for the show, or even after the show. I'm not sure if that's true of Budōkan or not, since I've only bought stuff at the booths outside when I've been there.

The last ticket I bought there was for the Eri-Junjun-Linlin graduation in 2010: a nice arena seat not far from the catwalk for ¥12,000. On my first trip to Japan, I actually got a ticket for Hello Pro Party 2006 there for less than its original cost.
