My point was that if H!PS is to be used to kick popular members out in the first round so that they would have their push diminished then why kick Bakuwara out in the first round when she doesn't get pushed much at all?

Tbh, I was expecting that. A lot of western fans hate her nowadays. 
Apparently, there always have to be a Musume member a certain type of the fandom has to hate, so since early 2014, they been getting lots of hate.
Karin hate wasm't strong enough.
