I suspect this was made to avoid incidents like Aina's case. So I think within this probationary phase the management would try to determine if the girl is really serious about being an idol.

Where did Aina's case ever come across as her not being serious about being an idol? It was a contract issue, and honestly I can't see her having had much of a voice in a disussion like that and thus it was probably more about her parents not agreeing to what would be demanded of her.

Kenshuusei does A LOT more these days than Eggs ever did before though. And not all of them are great at it from the start. This way there will be more girls available for backup dancing and stuff too. If anything it'll just make sure that the KSS level is high enough and not completely beginner.

If I were a staff I'd suggest letting the parents know what the demands would be on their daughters if they debut and so they can decide before-hand so they know and their daughter can quit or at least the management knows that this and that girl's family doesn't approve of these conditions and thus for can't be in a group anytime soon.

Call it a "New Subdivision of temporary/honorary Eggs"
and it sounds more like a temporary phase for all new Kenshuusei's to go through instead of a permanent, lower place in the hierarchy.
