The originator is "melochin", whose video is at the top of the search results at that link. He's the taller one on the right.

The interesting thing (to me, at least) is that he doesn't seem particularly skilled as a dancer. His partner in that video is much sharper than him, and Chisato has them both beat on that uniquely idol mix of skill, energy, and appeal.

It has nothing to do with dance skills.
He is famous for being an odorite 踊り手 from NicoNico.
He originated the choreography of certain Hatsune songs that have gone to become extremely popular in the odottemite crowd.
The show is all about all these amateur people coming together to create something (hence, the song and the dance).
So it has nothing to do with idols and whether Chisato is better or not.
