I feel like Miyabi wants to go her own way. She's never really been one to follow other people. I mean, she's been associated with Hello! Pro for 13 years, so it makes sense that she wants to start somewhere fresh. Plus, given what she wants to do in the future, H!P would be a little too full for that, anyways.
