It can be both, you know. Though Kpop is inspired by the Tehcnopop wave that hit America, so can we say Kpop and this song are American inspired? WHICH is technically inspired by the Techno wave that was really big in Europe (and more underground here in the states), so can we say all of that is European inspired?

agreed, rather than saying it's one but not the other it's probably easier to say Tsunku has been trying to move them in a more catchy, current direction, and probably used a mix of things he has been experimenting with lately, including sounds like kpop, dubstep, techno, and who knows what else.
